Constitution of Gamma Fleet
Gamma Fleet’s Constitution has been approved by Gamma Fleet Command on March 13, 2005.
Preamble and Declaration of Rights
We, the members of the Federation Sim Fleet's Gamma Fleet, form this constitution to bind the Gamma Fleet together for the sole purpose to provide a fun and stable simming environment for all Gamma Fleet members.
This constitution was drafted around the already exiting FSF Charter. If anything in this constitution goes against the FSF Charter, then the article is automatically void and should be brought to the attention of the FSF Gamma Fleet Command.
Gamma Fleet, from the time this constitution is approved, will solidly stand behind the Constitution of Gamma Fleet. This document will be posted in public view, sent to all current members of Gamma Fleet at the time of this constitution's approval, sent to all new members of Gamma Fleet upon their entry, and sent to anyone that requests it.
Let it be noted that the Federation Sim Fleet and the FSF are the same group, and may be used interchangeably. Let it also be noted that Gamma Fleet and GF are the same fleet inside the FSF, and may be used interchangeably.
ARTICLE I
Declaration of Rights
Section 1. That all members have the right to have fun.
Section 2. That all members have the right to resign at any time.
Section 3. That all members are free to be in whatever Gamma Fleet sim they would like, per approval from the sim's hosts.
Section 4. That all members may also join other sim groups without penalty in Gamma Fleet.
Section 5. That all members may also join other FSF fleets without penalty in Gamma Fleet.
Section 6. That all members may post as often as they would like to the sim they are assigned to.
ARTICLE II
Rights of Membership
Section 1. All people of the world are free to join Gamma Fleet if they have no prior banning from the FSF or Gamma Fleet.
Section 2. All members must be registered with the official FSF Account Management System prior to admission.
Section 3. All potential Gamma Fleet members must agree to the FSF Rules of Membership and the Gamma Fleet Rights of Membership before their membership begins.
Section 4. Members may contact the FSF Personnel Director, FSF Executive Officer, or the FSF Commanding Officer to appeal any membership decision. Members may not request the removal of any Gamma Fleet host. Members may report improper actions by hosts, but a host cannot be removed from Gamma Fleet in a matter brought on by a member. The FSF Commanding Officer or the Gamma Fleet Commanding Officer may remove a host if it is warranted.
Section 5. A member may be removed from Gamma Fleet by their respective sim host or the Gamma Fleet Commanding Officer for any reason.
Section 6. Only Gamma Fleet Members can hold staff positions within Gamma Fleet.
ARTICLE III
Distribution of Powers
Section 1. The powers of Gamma Fleet lie with the Administrative Department.
Section 2. No person or persons belonging to one of these offices shall exercise any of the powers properly assigned to the other, except in the cases herein directed or permitted.
Administrative Department
Section 3. The administrative authority of this fleet shall be vested in the Commanding Officer and Executive Officer of this fleet. The administrative department shall carry out the administrative duties of the fleet. Staff positions falls within the jurisdiction of the Administrative.
Section 3a. Commanding Officer – The Commanding Officer of Gamma Fleet shall maintain and represent Gamma Fleet as a whole. The Commanding Officer shall be responsible for hiring, firing, and monitoring the activity status of all Gamma Fleet hosts and monitor the activity and stability of all Gamma Fleet sims. He/she shall answer all correspondence in a timely manner. He/she may post Gamma Fleet’s official vote to Fleet Command issues to the FSF Fleet Command message boards. He/she shall manage the fleets’ monthly fleet reports. The Commanding Officer may hire assistants to help him/her carry out their duties. Any assistant hired to help the Commanding Officer shall fall to the Staff Section of this fleet and hold the title of ‘Assistant to the Commanding Officer.’
Section 3b. Executive Officer – The Executive Officer of Gamma Fleet must also represent Gamma Fleet as a whole. He/she shall assist the Commanding Officer in maintaining the fleet as a whole. He/she shall answer all correspondence in a timely manner. He/she may post Gamma Fleets official vote for Fleet Command issues to the FSF Fleet Command message boards. He/she shall monitor all incoming members to the fleet as well as be the fleets’ official recruiter and recruit for the Gamma Fleet sims and for the fleet as a whole. He/she is to follow orders from the Commanding Officer of Gamma Fleet and carry out his/her duties in a timely manner. The Executive Officer shall act as the Commanding Officer in the Commanding Officer’s absence. The Executive Officer may hire assistants to help him/her carry out their duties. Any assistant hired to help the Executive Officer shall fall to the Staff Section of this fleet and hold the title of ‘Assistant to the Executive Officer.’
Section 4. The FSF Fleet Command can only vote the Gamma Fleet Commanding Officer and the Gamma Fleet Executive Officer into their said positions.
Section 5. The Gamma Fleet Second Officer can only be appointed by the Commanding Officer of this fleet, but only when the criteria listed in Section 7 are met.
Non-Administration Offices
Section 6. Second Officer – The Second Officer of Gamma Fleet shall maintain fleet census statistics and manage and coordinate fleet community activities and joint fleet activities. They will also be responsible for any other duties deemed necessary by the Fleet CO.
Section 7. Criteria to hold Second Officer – For a host to be appointed as the Second Officer of Gamma Fleet, they must meet a set of requirements. These requirements are as follows; must be an active host in Gamma Fleet for 6 months and have less than three Gamma Fleet warnings prior to appointment as Second Officer. These same standards must be maintained for the host to remain the Second Officer of Gamma Fleet.
ARTICLE IV
Fleet Websites
Section 1. All Gamma Fleet Sims are required to have an accurate and updated website.
Section 2. All Gamma Fleet websites must be placed on the official server of the FSF, which at this time is www.sb254.com.
Section 3. All Gamma Fleet websites are required to have an official Gamma Fleet Logo
Section 4. All Gamma Fleet websites are required to have a link to the Gamma Fleet
Section 5. All Gamma Fleet websites are required to have a link to the FSF Message Boards
Section 6. All Gamma Fleet websites are required to have a link to the Federation Sim Fleet’s home page
Section 7. If the sim host is unable to post a website for their respective assigned sim then the Gamma Fleet Executive Officer must be notified in writing within seven (7) days of accepting a hosting position within Gamma Fleet. The Gamma Fleet XO may appoint anyone he/she deems capable of the execution of said website.
ARTICLE V
Inter FSF Relations
Section 1. Gamma Fleet can at no time use methods to disrupt another FSF Fleet's declared rules and regulations.
Section 2. Gamma Fleet cannot admit any simulation into this fleet without written orders from the FSF CO.
Section 3. Gamma Fleet may enter into a large joint operation with another FSF fleet to represent their common goal.
Section 4. Gamma Fleet can appoint a person to act as Ambassador to other FSF fleets. This person would be included in the Staff section of this fleet.
Section 5. Gamma Fleet reserves the right to ban a member from said fleet for any rules infraction of any kind.
ARTICLE VI
Sim Status
Section 1. There are several different status settings for each sim in Gamma Fleet. These settings and their meanings are listed below. They are controlled by The Fleet CO. The term acceptable reasons is used in explanations. This term is reasons that the Fleet CO accepts as reasons for sim inactivity.
Section 2. Active- This is the status of most sims. It means the sim is simming and their activity level is acceptable.
Section 3. Hiatus- This setting is for a sim whose activity has fallen below acceptable standards. Hiatus does not kill off the sim. It removes it from the active area giving the hosts the chance to repair what is affecting the sim. Hiatus does not preclude a sim from simming since making the sim active is the goal.
Section 3a. If a chat sim does not sim for four (4) weeks in a row, barring a holiday in which case the next week will be counted, without acceptable reasons the sim will be placed on Hiatus. If an email sim has no posts for at least a two (2) week period, without acceptable reasons, the sim will be placed on Hiatus. These times are guidelines and if the sim was already on a probationary or warning status the times may be lower at the Fleet CO’s discretion.
Section 3b. To remove a sim from Hiatus a chat sim must sim for four weeks in a row. An email sim must have a post count during a month’s time that the Fleet CO feels is in accordance with the sim’s roster size.
Section 4. New- This is for a newly created sim. It gives the sim a chance to survive its growing pains without having to fill the full demands of a fully active sim. (i.e. Post counts)
Section 5. Pending- This is for a new sim that has been assigned to a fleet but has not yet launched.
Section 6. Dead- This setting is for a sim that is no longer active in any way. The sim is removed from its assigned fleet. The roster is dismantled and notice sent to the Personnel Director to inform the simmers of their choices for the characters.
ARTICLE VII
Miscellaneous
Section 1. In order for this constitution to be modified, the Gamma Fleet CO and XO must agree.
Section 2. If any modification changes a current Article or Section in this constitution the previous unchanged Article or Section will be written in full as well as the complete modified Article or Section and both shall be emailed to Gamma Hosts. Gamma Hosts will be responsible for passing on the modifications to their simmers.
